DROUGHT INFORMATION STATEMENT
NATIONAL WEATHER SERVICE SHREVEPORT LA
1135 PM CDT FRI APR 13 2012
...EXCESSIVE HEAVY RAINFALL THAT FELL DURING MARCH AREAWIDE HAS ENDED THE
DROUGHT CONDITIONS THAT HAVE PLAGUED THE FOUR STATE REGION SINCE THE
SPRING OF 2010...
SYNOPSIS...
FOR THE SECOND MONTH SINCE DECEMBER...EXCESSIVE HEAVY RAINFALL AFFECTED
ALL OF THE FOUR STATE REGION. IN FACT...MARCH TOTALED MUCH ABOVE NORMAL
MONTHLY RAINFALL...WITH SOME LOCALES RECORDING ONE OF THEIR TOP 10 WETTEST
MARCHES ON RECORD. WIDESPREAD FOUR TO EIGHT INCHES OF RAIN WAS OBSERVED
AREAWIDE...WITH AMOUNTS IN EXCESS OF TEN TO FIFTEEN INCHES COMMON ACROSS
PORTIONS OF SAM RAYBURN COUNTRY OF DEEP EAST TEXAS...AS WELL AS PORTIONS OF
WESTCENTRAL AND NORTHCENTRAL LOUISIANA. THESE TOTALS RESULTED IN MONTHLY
DEPARTURES OF ONE TO IN EXCESS OF FOUR INCHES ABOVE NORMAL. A SIGNIFICANT
PORTION OF THE MONTHLY RAINFALL CAME DURING A 2 DAY DURATION OF HEAVY RAINFALL
THAT AFFECTED MUCH OF THE REGION ON MARCH 20TH-21ST...WITH WIDESPREAD FOUR TO
IN EXCESS OF SEVEN INCHES FALLING ACROSS ALL OF NORTH LOUISIANA AND SOUTHWEST
ARKANSAS. THIS RESULTED IN WIDESPREAD FLASH FLOODING...ESPECIALLY IN SOUTHEAST
SABINE AND ALL OF NATCHITOCHES PARISHES...WITH TWO DAY STORM TOTALS OF EIGHT
TO IN EXCESS OF TEN INCHES OBSERVED. THESE MONTHLY RAINFALL TOTALS OVER
ALREADY SATURATED GROUNDS RESULTED IN AMPLE RUNOFF WHICH HAVE COMPLETELY
RECHARGED ALL AREA LAKES AND RESERVOIRS...WITH EVEN MINOR TO MODERATE FLOODING
OVER PORTIONS OF THE SABINE...SULPHUR...RED...AND OUACHITA RIVER BASINS.
IN FACT...TOLEDO BEND RESERVOIR NEARED IT 172 FOOT POOL STAGE BY EARLY APRIL
FOR THE FIRST TIME IN TWO YEARS. THE ONLY EXCEPTION TO THIS RULE WAS OVER LAKES
MARTIN...TYLER...AND NACOGDOCHES...WHICH ALL REMAIN TWO TO FOUR FEET BELOW
NORMAL POOL STAGE. TIMELY AND NEAR NORMAL RAINFALL HAS PERSISTED THROUGH THE
SECOND WEEK OF APRIL OVER MUCH OF THE REGION...WHICH HAS CONTRIBUTED TO
ADDITIONAL IMPROVEMENT TO THESE RESERVOIRS.
AS A RESULT...AGRICULTURAL AND HYDROLOGICAL DROUGHT CONDITIONS HAVE ENDED OVER
MOST OF THE REGION. THE ONLY EXCEPTION IS OVER PORTIONS OF EAST TEXAS MAINLY
SOUTH OF INTERSTATE 20...WHERE ABNORMALLY DRY (D0) CONDITIONS PERSIST GIVEN
THE BELOW NORMAL POOL STAGES WITHIN THE WATERSHEDS SURROUNDING LAKES MARTIN...
TYLER...AND NACOGDOCHES. IT SHOULD BE NOTED THOUGH THAT LONG TERM RAINFALL
DEFICITS...DATING BACK TO THE BEGINNING OF THE DROUGHT IN THE SPRING OF
2010...STILL REMAIN. TWENTY FIVE MONTH DEPARTURES OF 25 TO IN EXCESS OF
30 INCHES PERSIST ACROSS MUCH OF THE REGION...ALTHOUGH MUCH ABOVE NORMAL
RAINFALL THAT HAS FALLEN DURING DECEMBER AND MARCH (IN THE COOL SEASON WHEN
TEMPERATURES ARE NORMALLY THEIR COOLEST) HAVE INFILTRATED SOILS ENOUGH TO
ALLOW FOR SIGNIFICANT RUNOFF TO RECHARGE AREA LAKES AND RESERVOIRS...THUS
ELIMINATING THE TWO MOST SIGNIFICANT TYPES OF DROUGHT. MUCH ABOVE NORMAL
MONTHLY TEMPERATURES HAVE BEEN RECORDED AS WELL SINCE JANUARY...WITH MOST
LOCALES OBSERVING ONE OF THE WARMEST MARCH`S ON RECORD. THESE WARM TEMPERATURES
HAVE FUELED AN ACTIVE SEVERE WEATHER AND FLASH FLOOD SEASON THUS FAR...WITH
THE LANDSCAPE STILL RECOVERING FROM THE LAST COUPLE OF YEARS OF DROUGHT.
ALTHOUGH THE FIRE WEATHER SEASON SHOULD NOT BE AS ACTIVE THIS SPRING/SUMMER
AS 2011...MANY TREES HAVE DIED OR WERE WEAKENED FROM THE DROUGHT...MAKING THEM
SUSCEPTIBLE TO STRONG WINDS AND HEAVY RAINFALL/FLOODING FROM THUNDERSTORMS
THIS SPRING AND SUMMER.
SUMMARY OF IMPACTS...
AGRICULTURAL IMPACTS.
EXCESSIVE RAINFALL THAT FELL OVER ALREADY SATURATED GROUNDS...RESULTED IN
AMPLE RUNOFF THAT HAVE RECHARGED MOST OF THE AREA LAKES AND RESERVOIRS.
WARM SEASON GRASSES HAVE MADE GOOD GROWTH THUS FAR...WITH PRODUCERS BALING
WINTER FORAGES.
FIRE DANGER IMPACTS.
NO BURN BANS ARE CURRENTLY IN EFFECT FOR ANY PORTION OF THE FOUR
STATE REGION.
CURRENT WATER RESTRICTIONS.
MANDATORY WATER RATIONING REMAINS IN EFFECT FOR THE SOUTH CADDO...NORTH
DESOTO...KEATCHIE...AND SOUTH CLAIBORNE PARISH IN NORTHWEST LOUISIANA
UNTIL FURTHER NOTICE. DESPITE THE ABOVE NORMAL RAINFALL THIS WINTER...AQUIFER
LEVELS REMAIN ABNORMALLY LOW. THESE CITIES IN NORTHEAST TEXAS REMAIN UNDER A
VOLUNTARY OR A MILD RATIONING OF WATER UNTIL FURTHER NOTICE: PITTSBURG...
GLADEWATER...WHITE OAK...MARSHALL...HALLSVILLE...TYLER...NACOGDOCHES...
MELROSE...SAN AUGUSTINE...CENTER...HEMPHILL...BULLARD...GILMER...AND
HUNTINGTON. OTHER SMALLER WATER SYSTEMS ACROSS EAST TEXAS ALSO REMAIN UNDER
VOLUNTARY OR A MILD RATIONING OF WATER UNTIL FURTHER NOTICE AS WELL.
CLIMATE SUMMARY...
MUCH ABOVE NORMAL RAINFALL RESULTED IN RIVER AND FLASH FLOODING DURING
MARCH...ESPECIALLY AFTER EXCESSIVE HEAVY RAINFALL FELL DURING THE 20TH-21ST.
MONTHLY RAINFALL TOTALS RANGED FROM FOUR TO EIGHT INCHES...WITH AMOUNTS
EXCEEDING FIFTEEN INCHES FROM SOUTHEAST SABINE PARISH...INTO NATCHITOCHES AND
WESTERN WINN PARISHES. THIS RESULTED IN MONTHLY DEPARTURES OF TWO TO IN EXCESS
OF FOUR INCHES ABOVE NORMAL...ESPECIALLY FROM DEEP EAST TEXAS INTO NORTHWEST
AND WESTCENTRAL LOUISIANA. BELOW IS A LIST OF THE MARCH RAINFALL...THEIR
DEPARTURES FROM NORMAL...AND PERCENTAGES OF NORMAL...FOR SELECTED LOCATIONS

PRECIPITATION/TEMPERATURE OUTLOOK...
ABOVE NORMAL TEMPERATURES WILL CONTINUE THROUGH THE LEAST THE NEXT WEEK TO
TEN DAYS. A WEAK COLD FRONT WILL MOVE THROUGH THE REGION SUNDAY NIGHT AND
MONDAY...AHEAD OF A STRONG UPPER LEVEL STORM SYSTEM THAT WILL LIFT NORTHEAST
OUT OF THE SOUTHERN ROCKIES AND INTO THE PLAINS AND MISSISSIPPI VALLEY LATE
THIS WEEKEND AND EARLY NEXT WEEK. A SQUALL LINE IS EXPECTED TO DEVELOP SUNDAY
ALONG/JUST AHEAD OF THE FRONT...AND WILL ADVANCE EAST INTO THE REGION SUNDAY
AFTERNOON AND NIGHT. WHILE SOME THUNDERSTORMS MAY BECOME SEVERE...WITH DAMAGING
WINDS...LARGE HAIL...AND ISOLATED TORNADOES...LOCALLY HEAVY RAINFALL WILL BE
POSSIBLE AS WELL...WITH WIDESPREAD ONE TO TWO INCHES LIKELY...WITH ISOLATED
HIGHER AMOUNTS. WHILE AFTERNOON TEMPERATURES WILL REMAIN SLIGHTLY ABOVE NORMAL
AFTER THE FRONTAL PASSAGE THROUGHOUT MUCH OF NEXT WEEK...DRIER AIR BEHIND THE
FRONT WILL ALLOW FOR LOWER HUMIDITIES AND ALSO COOLER TEMPERATURES AT NIGHT.
SURFACE HIGH PRESSURE WILL PERSIST ACROSS THE REGION THROUGH LATE WEEK...BEFORE
A SOUTHERLY LOW LEVEL FLOW RETURNS...ALLOWING FOR WARMING TEMPERATURES AND
HIGHER HUMIDITIES. ISOLATED SHOWERS AND THUNDERSTORMS WILL BE POSSIBLE LATE
NEXT WEEK AND EARLY NEXT WEEKEND WITH THE APPROACH OF A WEAKER COLD FRONT.
HOWEVER...MOSTLY DRY CONDITIONS ARE EXPECTED FOR MUCH OF NEXT WEEK.
THE THREE MONTH TEMPERATURE OUTLOOK FOR APRIL-MAY-JUNE...ISSUED BY
CLIMATE PREDICTION CENTER (CPC)...INDICATES STRONG PROBABILITIES FOR
ABOVE NORMAL TEMPERATURES OVER ALL OF THE FOUR STATE REGION. THE
THREE MONTH PRECIPITATION OUTLOOK THROUGH JUNE INDICATE EQUAL CHANCES FOR
SEEING ABOVE NORMAL...NORMAL...OR BELOW NORMAL PRECIPITATION AREAWIDE.
A CONTINUATION OF REGULAR OCCURRENCES FOR RAIN...AS WHAT HAS BEEN OBSERVED
THROUGH MUCH OF THIS PAST WINTER AND SPRING...WOULD INHIBIT DROUGHT CONDITIONS
FROM RETURNING TO THE FOUR STATE REGION.
HYDROLOGIC SUMMARY AND OUTLOOK...
THE EXCESSIVE HEAVY RAINFALL AND ASSOCIATED RUNOFF THAT FELL AREAWIDE DURING
MARCH HAS RESULTED IN MOST OF THE AREA LAKES AND RESERVOIRS RETURNING TO
NORMAL POOL STAGE/LEVELS AS WE ENTER THE WARM SEASON. IN FACT...THE VERY
WET MARCH HAS ALLOWED FOR TOLEDO BEND TO NEAR THE 172 FOOT POOL STAGE FOR
THE FIRST TIME IN TWO YEARS AS OF EARLY APRIL...UP A REMARKABLE TWELVE FEET
SINCE ITS RECORD LOW POOL STAGE SET ON NOVEMBER 22ND AT 159.42 FEET. IN
FACT...MANY AREA RIVERS ACROSS THE SULPHUR AND SABINE RIVER BASINS...AS WELL
AS SMALLER CREEKS AND BAYOUS OVER NORTH LOUISIANA RECORDED MINOR TO MODERATE
FLOODING DURING LATE MARCH. HOWEVER...ALL FLOODING HAS ENDED ACROSS THE
REGION WITH THE EXCEPTION OF THE OUACHITA RIVER AT FELSENTHAL ARKANSAS...AS
WELL AS BODCAU BAYOU AT BODCAU LAKE...WHERE MINOR FLOODING CONTINUES. LAKE
MARTIN...LAKE TYLER...AND LAKE NACOGDOCHES ARE THE ONLY THREE MAJOR RESERVOIRS
IN THE REGION THAT REMAIN BELOW NORMAL POOL STAGE AS OF MID APRIL. SOME
ADDITIONAL IMPROVEMENT TO POOL STAGES IS EXPECTED AREAWIDE THROUGH THIS SPRING.
NEXT ISSUANCE DATE...
THIS WILL BE THE LAST DROUGHT INFORMATION STATEMENT ISSUED...UNLESS SEVERE
DROUGHT CONDITIONS REDEVELOP LATER THIS SPRING OR SUMMER.
