December 4, 2011 -- Heavy rainfall fell in the City of Natchitoches December 3-4, 2011 amounting to 2.93 inches which helped the drought severity status and also raised the level of Cane River Lake at downtown Natchitoches, La. The NWS official reading of the river at downtown Natchitoches at 11:30 a.m. CST on Dec. 5, 2011 was near 3.30 feet, not 1.70 feet as reported in local media. A cold morning of 25°F offical NWS low temperature occurred at Natchitoches, La. on December 8, 2011 being the coldest temperature this new season. A heavy ground frost occurred on December 8, 2011.

MODERATE (D1) AND ABNORMALLY DRY CONDITIONS (D0) ARE NOW IN PLACE. SOME
FURTHER IMPROVEMENT IN DROUGHT IS EXPECTED THROUGHOUT THE FIRST FULL
WEEK IN DECEMBER...AS WIDESPREAD RAINFALL TOTALS OF TWO TO IN EXCESS
OF FOUR INCHES...WILL OCCUR OVER MUCH OF THE AREA.
SUMMARY OF IMPACTS...
AGRICULTURAL IMPACTS.
WIDESPREAD RAINFALL AND COOL TEMPERATURES THE LAST FEW WEEKS HAS
CERTAINLY IMPROVED SOIL MOISTURE CONDITIONS OVER THE ENTIRE REGION.
THE RAINFALL HAS HELPED IN THE DEVELOPMENT OF WINTER FORAGES...AND
HAS ALSO SLIGHTLY RAISED STOCK PONDS AND AREA LAKES. HOWEVER...MANY
PRODUCERS CONTINUING TO REDUCE THEIR HERDS...OR BRING HAY IN FROM

CURRENT WATER RESTRICTIONS.A WATER EMERGENCY REMAINS IN EFFECT FOR SOUTHERN CADDO PARISH...WHERE
THE AQUIFER HAS BEEN DRAWN DOWN BY HEAVY USE DURING THE ONGOING DROUGHT
AND SUMMER HEAT WAVE. MANDATORY WATER RATIONING REMAINS IN EFFECT FOR THE
SOUTH CADDO...NORTH DESOTO...KEATCHIE...AND SOUTH CLAIBORNE PARISH IN
NORTHWEST LOUISIANA UNTIL FURTHER NOTICE. MANDATORY WATER RATIONING IS
ALSO IN EFFECT FOR THE CITY OF MANY LOUISIANA AND FOR MUCH OF SABINE
