National Weather Service official cooperative weather data...

December 4, 2011 -- Heavy rainfall fell in the City of Natchitoches December 3-4, 2011 amounting to 2.93 inches which helped the drought severity status and also raised the level of Cane River Lake at downtown Natchitoches, La.    The NWS official reading of the river at downtown Natchitoches at 11:30 a.m. CST on Dec. 5, 2011 was near 3.30 feet, not 1.70 feet as reported in local media.  A cold morning of 25°F offical NWS low temperature occurred at Natchitoches, La. on December 8, 2011 being the coldest temperature this new season.  A heavy ground frost occurred on December 8, 2011.

MUCH OF THE FOUR STATE REGION...


SYNOPSIS...
FOR THE FIRST TIME IN TWELVE MONTHS...SOME AREAS OF EAST TEXAS AND NORTHWEST
LOUISIANA OBSERVED NEAR OR SLIGHTLY ABOVE NORMAL MONTHLY RAINFALL (DURING
NOVEMBER)...ALTHOUGH BELOW NORMAL MONTHLY RAINFALL WAS AGAIN THE NORM ACROSS
EXTREME NORTHEAST TEXAS...SOUTHWEST ARKANSAS...AND MUCH OF NORTHCENTRAL
LOUISIANA. MONTHLY RAINFALL TOTALS OF TWO TO FOUR INCHES WAS COMMON ACROSS
EXTREME NORTHEAST TEXAS...EXTREME SOUTHERN ARKANSAS...AND MOST OF NORTHCENTRAL
LOUISIANA...WITH FIVE TO SEVEN INCH AMOUNTS COMMON MAINLY ALONG AND SOUTH OF
A RUSK TEXAS...TO HENDERSON AND MARSHALL...TO KEITHVILLE AND ELM GROVE
LOUISIANA LINE. SIX TO TEN INCH TOTALS...WITH ISOLATED HIGHER AMOUNTS...WERE
ALSO OBSERVED ACROSS MCCURTAIN COUNTY OKLAHOMA AS WELL AS SEVIER AND
HOWARD COUNTIES IN SOUTHWEST ARKANSAS. THIS RAINFALL DID ALLOW FOR
MOST BURN BANS TO BE DROPPED ACROSS THE FOUR STATE REGION...AND
OFFERED MINOR IMPROVEMENTS TO AREA LAKES AND RESERVOIRS...BUT
WIDESPREAD SIGNIFICANT RAINFALL IS NEEDED TO RETURN THESE WATERWAYS
TO NORMAL POOL STAGE. MANDATORY AND VOLUNTARY CONSERVATION MEASURES
STILL REMAIN IN PLACE OVER MUCH OF THE AREA...UNTIL SIGNIFICANT
IMPROVEMENT IS SEEN TO THE AREA WATER SUPPLY.

EXCEPTIONAL (D4) DROUGHT CONDITIONS CONTINUE ACROSS MUCH OF WESTERN
LOUISIANA AND EXTREME EAST TEXAS...MAINLY IN AN 80 MILE WIDE AREA
BETWEEN HUGHES SPRINGS TEXAS AND MINDEN LOUISIANA...TO LONGVIEW
TEXAS AND COUSHATTA LOUISIANA...AND TO HEMPHILL TEXAS AND MANY
LOUISIANA. EXTREME (D3) DROUGHT CONDITIONS ALSO PERSIST ACROSS MUCH
OF NORTHCENTRAL LOUISIANA...EAST TEXAS...AND EXTREME SOUTHERN
ARKANSAS...WITH SEVERE (D2) DROUGHT CONDITIONS EXISTING ACROSS A
SMALL AREA OF SOUTHERN ARKANSAS ALONG A TEXARKANA TO EL DORADO
ARKANSAS LINE. SIGNIFICANT RAINFALL OBSERVED DURING NOVEMBER
RESULTED IN A ONE TO TWO CATEGORY IMPROVEMENT IN DROUGHT ACROSS
SOUTHEAST OKLAHOMA AND THE REMAINDER OF SOUTHWEST ARKANSAS...AS
MODERATE (D1) AND ABNORMALLY DRY CONDITIONS (D0) ARE NOW IN PLACE. SOME
FURTHER IMPROVEMENT IN DROUGHT IS EXPECTED THROUGHOUT THE FIRST FULL
WEEK IN DECEMBER...AS WIDESPREAD RAINFALL TOTALS OF TWO TO IN EXCESS
OF FOUR INCHES...WILL OCCUR OVER MUCH OF THE AREA.


SUMMARY OF IMPACTS...
AGRICULTURAL IMPACTS.
WIDESPREAD RAINFALL AND COOL TEMPERATURES THE LAST FEW WEEKS HAS
CERTAINLY IMPROVED SOIL MOISTURE CONDITIONS OVER THE ENTIRE REGION.
THE RAINFALL HAS HELPED IN THE DEVELOPMENT OF WINTER FORAGES...AND
HAS ALSO SLIGHTLY RAISED STOCK PONDS AND AREA LAKES. HOWEVER...MANY
PRODUCERS CONTINUING TO REDUCE THEIR HERDS...OR BRING HAY IN FROM
OTHER STATES AT CONSIDERABLE EXPENSE.


FIRE DANGER IMPACTS.ALL BURN BANS THAT HAVE BEEN IN EFFECT FOR MUCH OF THE FOUR STATE
REGION HAVE BEEN DROPPED...WITH THE EXCEPTION OF TITUS COUNTY IN
NORTHEAST TEXAS.


CURRENT WATER RESTRICTIONS.A WATER EMERGENCY REMAINS IN EFFECT FOR SOUTHERN CADDO PARISH...WHERE
THE AQUIFER HAS BEEN DRAWN DOWN BY HEAVY USE DURING THE ONGOING DROUGHT
AND SUMMER HEAT WAVE. MANDATORY WATER RATIONING REMAINS IN EFFECT FOR THE
SOUTH CADDO...NORTH DESOTO...KEATCHIE...AND SOUTH CLAIBORNE PARISH IN
NORTHWEST LOUISIANA UNTIL FURTHER NOTICE. MANDATORY WATER RATIONING IS
ALSO IN EFFECT FOR THE CITY OF MANY LOUISIANA AND FOR MUCH OF SABINE
PARISH...AS LEVELS AT TOLEDO BEND LAKE...THE PARISH`S PRIMARY WATER
SUPPLY...HAS FALLEN WELL BELOW THE BOTTOM OF THE WATER PUMPS. THE
PARISH IS NOW HAVING TO RELY ON SMALLER WELLS THROUGHOUT THE PARISH
