DROUGHT INFORMATION STATEMENT
NATIONAL WEATHER SERVICE SHREVEPORT LA
340 PM CDT MON AUG 20 2012

...WIDESPREAD RAINFALL THIS PAST WEEKEND HAS EASED DROUGHT CONDITIONS
SLIGHTLY OVER THE SEVERE AND EXTREME DROUGHT CONDITIONS OF EXTREME SOUTHEAST
OKLAHOMA...NORTHEAST TEXAS...AND SOUTHWEST ARKANSAS...

SYNOPSIS...
SCATTERED TO NUMEROUS SHOWERS AND THUNDERSTORMS THAT AFFECTED EXTREME
NORTHEAST TEXAS...SOUTHEAST OKLAHOMA...SOUTHWEST ARKANSAS...AND NORTH
LOUISIANA DURING AUGUST 17TH-19TH...PRODUCED WIDESPREAD ONE TO THREE
INCHES OF RAIN...WITH ISOLATED HIGHER AMOUNTS. THE RAINFALL WAS MORE
SCARCE ACROSS DEEP EAST TEXAS...MAINLY SOUTH OF AN ALTO...NACOGDOCHES...SAN
AUGUSTINE AND HEMPHILL LINE...WHERE RAINFALL AMOUNTS OF A TRACE TO NEAR A
QUARTER OF AN INCH WERE NOTED. THIS RAIN WAS WELCOME ACROSS MUCH OF THE
AREA...AS THE PRIOR FIVE WEEKS WERE VERY HOT AND DRY...WITH NUMEROUS DAYS OF
TRIPLE DIGIT TEMPERATURES AND SCARCE RAINFALL RECORDED SINCE MID JULY. WITH
THE DEPARTURE OF THE RAINFALL CAME SLIGHTLY COOLER TEMPERATURES AND LOWER
HUMIDITIES...A WELCOME BREAK TO THE VERY HOT AND DRY CONDITIONS AS OF LATE.
AUGUST MONTHLY RAINFALL TOTALS THROUGH THE 19TH RANGED FROM AN INCH AND A HALF
TO NEAR THREE AND A HALF INCHES AREAWIDE...WITH THE EXCEPTION OF DEEP EAST
TEXAS...WHERE A HALF INCH UP TO AN INCH OF RAIN HAS FALLEN. THIS BENEFICIAL
RAINFALL HAS RESULTED IN MONTHLY DEPARTURES TO RANGE FROM NEAR TO SLIGHTLY
ABOVE NORMAL...ALTHOUGH DEFICITS OF ONE TO ONE AND A HALF INCHES EXIST ACROSS
DEEP EAST TEXAS. EVEN WITH THE RAINFALL...BURN BANS REMAIN IN PLACE ACROSS
SOUTHEAST OKLAHOMA AND MUCH OF SOUTHWEST ARKANSAS...AS WELL AS A FEW COUNTIES
IN NORTHEAST TEXAS. POOL STAGES ACROSS AREA LAKES AND RESERVOIRS ACROSS
SOUTHEAST OKLAHOMA AND SOUTHWEST ARKANSAS CONTINUE TO SLOWLY DETERIORATE AS
WELL.
EXTREME (D3) DROUGHT CONDITIONS PERSIST ACROSS SOUTHEAST OKLAHOMA AND
SOUTHWEST ARKANSAS NORTH OF A DEQUEEN...HOPE AND PRESCOTT LINE...AS WELL AS
MUCH OF UNION COUNTY ARKANSAS. SEVERE (D2) DROUGHT CONDITIONS REMAIN IN PLACE
FOR RED RIVER...BOWIE...CASS...AND MARION COUNTIES IN NORTHEAST TEXAS...AS
WELL AS THE REMAINDER OF SOUTHWEST ARKANSAS WITH THE EXCEPTION OF COLUMBIA
COUNTY...WHERE MODERATE (D1) DROUGHT CONDITIONS EXIST. MODERATE (D1) AND
ABNORMALLY DRY (D0) DROUGHT CONDITIONS ENCOMPASS THE REMAINDER OF NORTHEAST
TEXAS...NORTHWEST AND NORTHCENTRAL LOUISIANA.

SUMMARY OF IMPACTS...
AGRICULTURAL IMPACTS.
WIDESPREAD RAINFALL ACROSS NORTHEAST TEXAS...SOUTHEAST OKLAHOMA...SOUTHWEST
ARKANSAS...AND NORTH LOUISIANA FROM AUGUST 17TH-19TH HAS EASED DROUGHT
CONDITIONS ACROSS MUCH OF THESE AREAS...ALTHOUGH PORTIONS OF DEEP EAST
TEXAS SAW LITTLE IF ANY RAINFALL. THE RAIN DID HELP RAISE CREEK AND POND
LEVELS...AND GREEN UP PASTURES IN WAKE OF THE DRY SPELL AND THE NEAR TRIPLE
DIGIT HEAT THAT HAD PLAGUED MUCH OF THE REGION DURING THE FIRST HALF OF
THE MONTH.
FIRE DANGER IMPACTS.
BURN BANS ARE IN EFFECT FOR LITTLE RIVER...HOWARD...HEMPSTEAD...NEVADA...AND
UNION COUNTIES IN SOUTHWEST ARKANSAS. BURN BANS ARE CURRENTLY IN EFFECT FOR
THE ENTIRE STATE OF OKLAHOMA. IN NORTHEAST TEXAS...FRANKLIN...MARION...AND
HARRISON COUNTIES ARE UNDER BURN BANS. NO BURN BANS ARE CURRENTLY IN EFFECT
FOR NORTH LOUISIANA. HOWEVER...ADDITIONAL BURN BANS CAN NOT BE RULED OUT
IN THE NEAR FUTURE...ESPECIALLY OVER DEEP EAST TEXAS...SHOULD HOT AND
PROLONGED DRY CONDITIONS CONTINUE.
CURRENT WATER RESTRICTIONS.
AQUIFER LEVELS REMAIN ABNORMALLY LOW ACROSS MUCH OF THE REGION...ESPECIALLY
GIVEN THE INCREASED USE THIS SUMMER. CITIES IN NORTHEAST TEXAS THAT REMAIN
UNDER A VOLUNTARY OR A MILD RATIONING OF WATER UNTIL FURTHER NOTICE
INCLUDE: PITTSBURG...GLADEWATER...WHITE OAK...MARSHALL...HALLSVILLE...
TYLER...NACOGDOCHES...MELROSE...SAN AUGUSTINE...CENTER...HEMPHILL...
BULLARD...GILMER...HAWKINS...AND HUNTINGTON. OTHER SMALLER WATER SYSTEMS
ACROSS EAST TEXAS ALSO REMAIN UNDER VOLUNTARY OR A MILD RATIONING OF WATER
UNTIL FURTHER NOTICE.

PRECIPITATION/TEMPERATURE OUTLOOK...
SLIGHTLY BELOW NORMAL TEMPERATURES ARE EXPECTED TO CONTINUE THROUGH
MIDWEEK...BEFORE SOUTHEAST WINDS RETURN WARMER AND MORE HUMID CONDITIONS TO
THE REGION THROUGH THE UPCOMING WEEKEND. MOSTLY DRY CONDITIONS ARE EXPECTED
AS WELL...ALTHOUGH A SLIGHT CHANCE FOR SHOWERS AND ISOLATED THUNDERSTORMS
WILL BE POSSIBLE TUESDAY AFTERNOON AND EVENING OVER THE WESTERN SECTIONS OF
EAST TEXAS...AS A WEAK UPPER LEVEL DISTURBANCE SHIFTS SOUTHEAST ACROSS THE
AREA. OTHER ISOLATED SHOWERS AND THUNDERSTORMS WILL BE POSSIBLE OVER THE
SOUTHERN SECTIONS OF EAST TEXAS AND NORTH LOUISIANA THIS WEEKEND...ALTHOUGH
NO WIDESPREAD OR SIGNIFICANT RAINFALL IS EXPECTED THROUGHOUT THE REMAINDER OF
THE MONTH.
THE THREE MONTH TEMPERATURE OUTLOOK FOR SEPTEMBER-OCTOBER-NOVEMBER...ISSUED
BY THE CLIMATE PREDICTION CENTER (CPC)...INDICATES STRONG PROBABILITIES FOR
ABOVE NORMAL TEMPERATURES OVER NORTHEAST TEXAS...SOUTHEAST OKLAHOMA...AND
SOUTHWEST ARKANSAS. EQUAL CHANCES FOR SEEING BELOW NORMAL...NORMAL...OR ABOVE
NORMAL TEMPERATURES EXIST ACROSS DEEP EAST TEXAS...SOUTHCENTRAL ARKANSAS...AND
NORTH LOUISIANA. THE THREE MONTH PRECIPITATION OUTLOOK THROUGH NOVEMBER
INDICATES STRONGER THAN AVERAGE PROBABILITIES FOR SEEING ABOVE NORMAL RAINFALL
ACROSS DEEP EAST TEXAS...SOUTHCENTRAL ARKANSAS...AND ALL OF NORTH LOUISIANA.
EQUAL CHANCES FOR SEEING ABOVE NORMAL...NORMAL...OR BELOW NORMAL RAINFALL
EXIST FARTHER NORTH ACROSS NORTHEAST TEXAS...SOUTHEAST OKLAHOMA...AND
SOUTHWEST ARKANSAS.

HYDROLOGIC SUMMARY AND OUTLOOK...
DESPITE THE WIDESPREAD RAINFALL OBSERVED FROM THE 17TH TO THE 19TH...LAKE
AND RESERVOIR LEVELS DID NOT RESPOND MUCH...WITH CONTINUED RESERVOIR RELEASES
RESULTING IN POOL STAGES SOME FIVE TO NEARLY NINE FEET BELOW NORMAL AT BROKEN
BOW...DEQUEEN...AND GILLHAM LAKES. LAKES AND RESERVOIRS FARTHER SOUTH ACROSS
NORTHEAST TEXAS AND NORTH LOUISIANA ARE FARING SLIGHTLY BETTER...WITH POOL
STAGES TWO TO FOUR FEET BELOW NORMAL ESPECIALLY ACROSS THE SULPHUR AND
CYPRESS BASINS. ADDITIONAL SLOW DETERIORATION SHOULD CONTINUE AREAWIDE
THROUGH THE END OF THE MONTH AS THE DRY CONDITIONS...HOT TEMPERATURES AND
INCREASED EVAPORATION PERSIST.

NEXT ISSUANCE DATE...
THE NEXT DROUGHT INFORMATION STATEMENT WILL BE ISSUED BY EARLY SEPTEMBER.
